OF HOVEMBER 3. 1997. HEETING WITH VERMONT YANKEE POWER CORPORATION AND THEIR CONSULTANT REGARDING THE IMPROVED TECHNICAL SPECIFICATIONS - VERMONT YANKEE NUCLEAR POWER STATION (TAC NO.

Introduction On November 3. 1997, the NRC staff met with Vermont Yankee Nuclear Power Corporation (VYNPC) representatives and their consultant from Excel Corporation at One White Flint North Rockville. Maryland. The purpose of the meeting was to discuss VYNPC plans and activities regarding the submittal and implementation of the improved technical specifications (ITSs) at the Vermont Yankee (VY) Nuclear Power Station. Enclosure 1 lists the meeting attendees Discussion.

Mr. B. Buteau. VYNPC discussed the status of the ITSs development program for VY. He stated that VY is currently developing a set of design basis documents which will be used to verify the final safety analysis report (FSAR) and the bases of VY ITSs. The current target time frame for the ITSs submittal is the last quarter of 1998 or beyond. VY is adhering to the guidance provided in NEl 96 06. " Improved Technical Specification Conversion Guidance." VY is relocating the technical specifications (TSs) screened out of their current TSs into a technical requirement inanual (TRM) which will become a section of the FSAR by iaference. The information in the TRM will be controlled in accordance with the requirements of 10 CFR 50.59. VY proposed to have a meeting with the staff after the submittal is made to discuss the ITSs layout, philosophies and significant issues. The handout used for VY's presentation is incl ded as Enclosure 2. {)(

Mr. W. Beckner NRC. stated that most of the significant problems on previous conversions occurred due to the proposed changes not being as accurate and succinct as desired to facilitate staff review. The handout containing his comments is included as Enclosure 3. \

2 Conclusion The NRC staff and VY representatives agreed to meet periodically to review the progress made in the ITSs conversion process. VY will periodically inform the

- staff of their best estimate of the submittal time frame.

Overview of VY ITS Package Development initiated work on the improved Tech Spec Project in June of 1996 with a team of 4 dedicated W staff members and 2 Excel Services Tech Spec experts.

Given that W has custom tech specs and has implemented very few line item improvements there are currently many M Docs and L Docs in the W submittal.

Additionally, the venfication of all statements and innets in the new ITS document has been very time consumeng and has required significant Engineering resources.

As a result of the 50.54(f) letter engineering resources were redirected away from ITS and onto design bases related issues. ,

W is currently developing a set of Design Basis documents which will be used to venfy our FSAR and will be used to verify the bases of our ITS.

To assure we benefit from the new DBDs the iTS project has been delayed from September 1997 to the last quarter of 1998.

To ensure that W is developing an ITS package that will be in line with NRC de-dres we have been adhenng to the guidance provided in NEI 96-06

Overview of VY ITS Package Development Discussion of Significant ITS Issues:

W is making the TFiM e section of the FSAR, by reference, and is relocating CTS requirements to the TRM.

This information will be controlled in accordance with the requirements of 50.59.

- W is assuming that NUREG 1433 rev 2 will siriiply be the incorporatior of travelers.
