PILGRIM STATUS REPORT FOR THE PERIOD DECEMBER 5, 1986 -

DECEMBER 17, 1986 Enclosed is the Pilgrim bi-weekly status report from the NRC Resident Office at Pilgrim. Two NRC resident inspectors and four region based inspectors monitored activities at the plant during the report period. An NRC team was present during the licensee's annual emergency drill on December 10, 1986.

The reactor remained in cold shutdown througnout the period for maintenance.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

f ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD DECEMBER S, - DECEMBER 17, 1986 1.0 Plant Status-As of 8:00 a.m. on December 17, 1986, the reactor.was in cold shutdown with moderator temperature about 75 degrees Fahrenheit.

'2.0 Facility Operations Summary The plant has been shut down for maintenance, and to make program improvements since April 12, 1986. The present outage will continue until April 1987 and will include refueling of the reactor.

During this report period upper portions of the primary containment and reactor vessel were disassembled in preparation for removal of fuel. The licensee plans to completely defuel the reactor in late January, transferring all fuel from the-reactor vessel to the fuel storage pool.

This will allow performance of certain plant modifications which are more easily done without fuel in the reactor. Reload of the fuel will b; gin t approximately two months later.

3.0 Items of Special Interest

~Potentially Inoperable Snubber On December 4, 1986 a potentially inoperable pipe snubber was identified and reported to the NRC. However, a preliminary licensee evaluation indicates that the snubber is acceptable. A snubber is a device used to support piping configuration during an earthquake, yet allow pipe i movement during normal thermal expansion and contraction.

3- Release of a Laundry Truck frer,. the Site without a Radiological Survey On December 6,1986, a contractor laundry truck left the Pilgrim site

, without proper radiological clearance. The truck had not entered a contaminated area, however, survey of all vehicles for contamination prior to leaving the site is required by licensee procedures. Its release'was caused by confusion resulting from efforts to allow prompt

access of an ambulance for treatment of a medical emergency. The truck driver was instructed to remain just outside the gate while the ambulance was admitted. The driver of the truck did not understand the instructions and left Boston Edison property. The truck was later l located, surveyed and no radioactive contamination found. In the future, 3 security personnel will accompany vehicles outside exit gates during unusual circumstances, such as this event, to ensure that appropriate instructions are given to the drivers and radiological surveys made. NRC will continue to closely monitor this area and the effectiveness of these controls.

2 Annual Emergency Preparedness Exercise On December 10, 1986 the licensee conducted its annual emergency prepared-ness exercise. Representatives of the Commonwealth of Massachusetts Civil Defense Agency and Department of Public Health participated. The NRC also participated, establishing the Region I Incident Response Center and dis-patching a team to the site. In addition, NRC representatives were present in each area affected by the drill to evaluate the licensee's performance.

The NRC evaluation of the drill identified no significant deficiencies.

Some areas needing minor improvements were identified. The NRC evaluation of the exercise will be documented in inspection report number 50-293/86-39.

Massachusetts Joint Committee on Energy On December 17, 1986, the NRC Region I Administrator, Dr. T. Murley, ad-dressed a hearing held by the Joint Committee on Energy for the Common-wealth of Massachusetts. Dr. Murley discussed the status of management and plant hardware improvements at Pilgrim and answered questions from the Committee. Also addressing the hearing were Governor Dukakis, the 11-censee and others.

4.0 ENS Reports This Period During this period, the licensee made three reports to NRC pursuant to 10 CFR 50.72. These reports described the following minor problems:

1. A potentially inoperable snubber was identified on December 4,1986 (see section 3.0 above).
2. On December 16, 1986, the licensee reported that one channel of the refueling floor radiation monitor system would not provide a high level alarm in the main control room during routine monitor system testing. The associated isolation logic channels were then manually tripped. No refueling operations were underway at the time.
3. On December 17, 1986, the licensee reported the identification of a linear surface indication found in a core spray system weld during inservice inspection. The weld is in the portion of the piping system outside containment.

The resident inspectors are continuing to monitor licensee actions on the above issues.

3 5.0 NRC Staff Status During the Period Two NRC Resident Inspectors monitored plant activities between December 5, 1986 and December 17, 1986. The inspection staff at Pilgrim during the report period consisted of the following:

Martin McBride, Ph.D. --- Senior Resident Inspector Jeffrey Lyash --- Resident Inspector One NRC specialist inspector was onsite during the week of December 8 to review certain aspects of the station physical security program. Three NRC specialist inspectors arrived onsite December 15 to evaluate the status of the licensee's maintenance and radiation protection programs.

A team of NRC personnel participated in and evaluated the licensee's annual emergency exercise.
