Beaver Valley Power Station : Unit 2 Full-Power ,

License Issuance Category: This paper covers a significant issue in-licensing.

Purpose:

To obtain approval to issue a full-power license.

Background:

The staff and the'11censee, Duquesne Light Company.

briefed the Comission on the status of the Beaver Valley Power Station, Unit 2, c:: July 8,1987. In the Staff Requirements Memorandum dated July 14,1987(M870708),the Comission requested that the staff provide _ a written sumary of the licensee's low-power operating experience.

Discussion: The unit achieved initial criticality on August 4,1987, and completed low-power testing on August 7,1987.

The staff inspected these activities and documented its findings in the enclosed report entitled " Beaver Valley 2 Operating Experience and Recommendation for a Full-Power License"._ The report also addresses significant events-that occurred since the July 8, 1987 meeting, and provides the staff's evaluation of the unit's readiness for full-power operation. The licensee's startup of the plant, including the activities to allow achievement of: higher operational modes, initial criticality, and low-power operation was found to be systematic and well controlled. The necessary management structure, controls, and procedures to support further power escalation are in place and functioning well.

Strong licensee performance during this phase was evident as a continuation of similar arformance observed during the pre-operational testing piase.
