Dear Sir:

This letter provides additional clarification regarding proposed commitments j contained in References 1 and 2. Two proposed commitments contained in the  !

referenced submittals relocate technical specification operability and surveillance requirements to an Authority controlled procedure. Future changes to the Authority controlled procedure will be accomplished using the 10CFR50.59 process. The two commitments are revised as follows:

JPN-96-051-02 is changed to "The operation and surveillance requirements for snubbers will be sufficiently described in the FSAR to ensure that future changes to these requirements will be controlled under the provisions of 10CFR50.59."

JAFP-98-0046-01 is changed to " Relocate the operability and surveillance requirements for logic bus power monitors, core spray sparger d/p, and LPCI cross-connect valve position instruments to an authority controlled document. Revise actions for inoperable instrument channels to require associated parameter be monitored at least every 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />, rather than j r,,)
