SNM-2506 License Amendment Request dated August 31,1999 Storage of Fuelinserts with Spent Fuel Assemblies Stored in Dry Casks Attached is a request for a change to License Conditions Nos. 6,7 and 8, and the Technical Specifications, Appendix A of the Materials License SNM-2506, for the Prairie Island Independent Fuel Storage Installation (ISFSI). Northern States Power Company submits this request in accordance with the provisions of 10CFR72.56.
This license amendment request proposes to change the Prairie Island ISFSI License Conditions and Technical Specification 3/4.1, " Fuel To Be Stored At ISFSI,"
to permit the inclusion of burnable poison rod assemblies (BPRAs) and thimble plug devices (TPDs) in spent fuel assemblies stored in the TN-40 casks.
Exhibit A contains a description of the proposed changes, the reasons for requesting the changes, and the supporting safety evaluation. Exhibit B contains current Prairie Island ISFSI License and Technical Specification pages marked up to show the proposed change. Exhibit C contains the revised Prairie Island ISFSI License and Technical Specification pages incorporating the proposed change.
