Dear Mr. Murray:

Enclosed is the revised Form 311, Quality Assurance Program (QAP) Approval for Radioactive Material Packages No. 0332, Revision No. 10, in response to your request to update the change in ownership from Duke Energy Florida (DEF) to ADP CR3, LLC (ADP CR3). Your request was by letter dated September 15, 2020, Crystal River Unit 3 -

Subject:

Request to Transfer the Quality Assurance Program Approval Form for Radioactive Material Packages.

You requested the name and address change to the Form 311 in conjunction with your upcoming approved license transfer documented in the letter, USNRC to Duke Energy Florida, LLC, "Crystal River Unit 3 Nuclear Generating Plant - Order Approving Transfer of Licensed Authority from Duke Energy Florida, LLC to ADP CR3, LLC and draft conforming administrative license amendment (EPID L- 2019-LLA-0135)," dated April 1, 2020, (ADAMS Accession Nos.

ML20069A023, ML20069A024).

The April 1, 2020, letter provided consent to the direct transfer of the Crystal River Unit 3 Nuclear Generating Plant (CR3) (the Facility License) and the general license for the CR3 Independent Spent Fuel Storage Installation (ISFSI) (the Licenses) to possess, maintain, and decommission CR3 and the ISFSI (collectively, the CR3 Facility) from DEF to ADP CR3.

The enclosed Form 311 documents the staff acknowledgement and update to the documentation of this transfer as it applies to the QAP approval 71-0332. Note that in addition to the information changed on your markup, a condition has been added in Form 311, Block 5, Conditions, that associates the effective date of the approval to your scheduled date for the license transfer.

Termination of your materials license does not cause this approval to be automatically terminated. If you wish to amend this approval and have determined it reduces commitment, or would like to terminate this approval, please request it in writing.

K. A. Murray 2 This letter also serves as a reminder that if you are using or planning to use an NRC-approved package, you must be registered for use of that package with the NRC. Registration for use of NRC-approved packages should be made pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 71.17(c)(3).

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the NRCs Agencywide Documents Access and Management System, accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
