ML20069A023, ML20069A024)

By letter dated August 17, 2015 (Reference 1), the USNRC issued a revised NRC Form 311 Quality Assurance Program Approval for Radioactive Material Packages to Duke Energy Florida, LLC (DEF). By letter dated April 1, 2020 (Reference 2), the USNRC provided consent to the direct transfer of the Crystal River Unit 3 Nuclear Generating Plant (CR3) (the Facility License) and the general license for the CR3 Independent Spent Fuel Storage Installation (ISFSI) (the Licenses) to possess, maintain, and decommission CR3 and the ISFSI (collectively, the CR3 Facility) from DEF to ADP CR3, LLC (ADP CR3).

The transfer of the Licenses is scheduled to occur on Thursday, October 1, 2020. This transfer is in accordance with the Decommissioning Services Agreement (DSA), dated May 29, 2019.

All other regulatory required approvals have been obtained.

The CR3 QAPM satisfies the requirements of 10 CFR 50 Appendix B, 10 CFR 71 Subpart H, and 10 CFR 72 Subpart G. Pursuant to 10 CFR 101(f), this letter notifies the NRC of CR3's intent to apply our QAPM (including any subsequent changes that did not constitute a reduction in commitment) to transportation activities.

In accordance with 10 CFR 101(f), DEF, on behalf of ADP CR3, requests the following changes to the subject Form 311 Quality Assurance Program Approval for Radioactive Material Packages:

Revise Block 2 "Name" to: ADP CR3, LLC

2)

Revise Block 2 "Street Address" to: 2760 South Falkenburg Rd

3)

Revise Block 2 "City" and "Zip Code" to: Riverview, 33578 A marked-up copy of the NRC Form 311 has been provided as an attachment to this letter.

U. S. Nuclear Regulatory Commission 3F1015-01 Page 2 of 2 CR3 requests that this change be approved and will be effective upon issuance coupled with the completed transfer of the CR3 Licenses.

No new regulatory commitments have been made in this letter.
