OF MEF. TING REGARDING SETP0INTS FOR PROCESS ,

VARIABLES l

! t L 09 Honday, January 30, 1989, a meeting was held at Cne White Flirt North Rtickville, Maryland, with GPU HJclear Corporation (OPUN, the iicensee) to l discuss Safety Systems Outage Modification Inspection (SS0MI-design phase) issue 2 regarding setpcints for process variables and actions to be taken before startup. Attachment 1 is the list of individuals participating in the discussion.

Attachment 2 is the licensee's agenda. The following is a summary of the  ;

significant items discussed.

l The licensee discussed the status of GPUN's evaluation to address the staff's '

concern regarding SS0MI issue 2. This issue identified certain deficient practices which may have been used by the licensee when they were establishing ,

safety related setpoint valuss for measuring instruments. Specifically, the I licensee's inclusion of instrument measuring inaccuracies as part of tne maximum drift allowable between surveillance tests could have led to incorrect cafety instrumentation settings.

The licensee indicated that they ma6e programmatic. changes to address this matter and are in the process of reviewing their Engineering Standard ES-002

" Instrument Setpoint Determination." GPUN also indicated that they had completed a review of 14 safety related ir:strument measuring loops and are in {

the process of reviewing an additional 25 safety related instrument measuring '

systems that could have oeen impacted by the deficiencies identified at'ove.

Also, the licensee stated that GPUN has initiated a hardware replacemer.t program which involves potential modifications of measuring loops. Based on l these or. going actions, the staff considers the issue to be satisfactory for plcut sitartup. However the staff requested the licensee to conduct a historical data : search of the operating history of all 39 measuring loops in r,rder to identify and resolve any values of setpoints that are not found to be i correct. The licensce will submit a report containing their resnits on this l issuo and Engineering Standard - ES 002 for staff information. j original signed by Alexander H.
