l Areas Discussed: Changes to the GPU Nuclear Emergency Plan for TMI and Dyster l Creek based on the changing status of TMI-2 and its reclassification to Post Defueling Monitored Storage.

Results: Licensee representatives outlined the basis and the principle changes to the Plan. This Revision will be submitted to the NRC per 10 CFR 50.54(q).

NRC Region I and Headquarters Emergency Preparedness staffs will evaluate the Plan to determine if it meets the requirements of 10 CFR 50.47(b) and Appendix E to 10 CFR 50. GPUNC representatives stated that the Pla: will not be i implemented until NRC's approval is given.

2. Summary The proposed changes are being made to reflect TMI-2 status, (it is not an operati.ng reactor) which will be placed in' Post Defueling Monitored' Storage'(PDMS) mode. The current TMI Emergency Plan does not reflect this condition since Unit 2 is treated as operative. The following items. ,

summarize significant proposed changes.

If an incident were to occur at either TMI Units, an Emergency Director (ED) per existing Plan and Procedures would take charge of the emergency response organization for the affected unit. Each unit now has its own emergency response organization. The proposed, revised plan calls.for a single, site, initial _ response organization.

This organization would be headed by a Site Emergency Director (SED).

TMI-1 personnel would ir r:ement the Emergency Plan for a TMI-2 emergency. A TMI-2 Technical Director (TD) would support the SED.

The Unit 2 shift would be available to support the Technical Director. .j The Plan does not call lfor de-escalation but rather transfer.from.a {

General Emergency classification to the' Recovery Mode.

Ultimately, Unit I would assume total responsibility for' Unit 2.

TMI-2 would not be involvedin annual exercises. )

The licensee indicated that procedures would be revised once the Plan: j is approved. . Training would be necassary to qualify staff for the ,
