TO DISCUSS ITS PLANS TO MITIGATE THE CORROSION OF THE DRYWELL SHELL On Thursday, February 26, 1987, a meeting was held at NRC, Bethesda, Maryland N ith GPUN,.the licensee, on the licensee's conceptual plans to mitigate the c'orrosion of the drywell shell. The corrosion of the shell was the subject of three meetings in December 1986 and the staff's safety evaluation dated December 29, 1986. The summaries for the three meetings are dated December 12, 1986, and January 5 and 14,1987.
In the safety evaluation, the staff stated that, by letter dated December 19, 1986, the licensee provided its justification for interim operation for operating Cycle 11.
Based on our review, the staff concluded that the original code allowables for the drywell are met should the drywell plates be locally reduced in the sand cushion area to 0.700 inch and, with a conservatively assumed corrosion rate, the drywell has adequate design margins for operation during Cycle 11. The staff reouf red in its evaluation that the licensee shall, by June 30, 1987, provide comprehensive plans for mitigating the corrosive attack on the drywell shell and any other intended long-term corrective actions it may deem necessary. These plans are for staff review and approval. This meeting is to discuss such pluns being developed by the licensee.

The following is a summary of the significant items discussed and the actions, if any, taken or proposed.
Operating Cycle 11 is from the restart (December 22,1986) from the Cycle 11 Pefueling outage to the shutdown (April 1988) for the Cycle 12 Refueling outage.
The licensee explained that a task force has been established to resolve the problems raised by the measured corrosion of the drywell shell. This program is investigating the following issues:
1.
corrosion mechanism and means to mitigate or end the corrosion, 2.
structural analysis of the shell to investigate means to repair the
- shell, 3.
inspection of the shell, 4
actions to ensure there is no further leakage from the refueling cavity.

' This program, the licensee stated, is supported by its inhouse engineering staff and by outside consultants. These consultants were discussed in the three meeting sumaries of December 12, 1986 and January 5 and 14,1987.
The licensee stated that the cultures for the microbiological analyses of the bacteria found in the sand have been completed. The consultants to the licensee have concluded that the bacteria was not a primary mechanism in the corrosion of the shell but should be included in the means developed to mitigate the corrosion.
The licensee further stated that its plans are to take action to mitigate the corrosion during the Operating Cycle 11. The corrosion, explained the licensee, appears to be simple aqueous corrosion of the steel shell with sufficient leachates from the sand that the Firebar D insulation on the shell above the cavity is not a significant contributor to the corrosion. The licensee believes the corrosion is about 20 mils per year since the original construction of the plant.
The licersee stated that it is considering, for example, corrosion inhibitors, catholic protection, and replacement of the sand.
It will run tests on a mockup of the sand cavity to develop its final plans.
This meeting was to excharge information between the licensee and the staff on the licensee's plans to mitigate the corrosion of the drywell shell. No decisions were made by either the licensee or the staff. No material was handed out by the licensee.
The staff requested that the licensee submit its plans for staff review and approval before taking any action at the site to mitigate the corrosion.
The staff also requested that the licensee keep the staff aware of the licensee's plans between now and the submittal date of June 30, 1982 The licensee agreed.
