Oconee Nuclear Station Docket Nos. 50-269, -270, -287 Reply to Notice of Violation and Proposed Imposition of Civil Penalty On September 25, 1997, Duke Energy (Duke) submitted a reply to Violation D, concerning a failure to assure that the design basis for the valves in the Unit 1, 2, and 3 LDST instrument lines were correctly translated into station procedures. This letter is being submitted to update a commitment made by Oconee in response to the subject violation.

In the reply, Duke proposed a corrective action to develop valve checklists for critical applications of instrument valves where mispositioning would not be readily apparent or positively controlled through other means. This item was also discussed at the predecisional enforcement conference on July 23, 1997, with the plan to complete the valve checklist by March 31, 1998.

While the specific corrective action is not complete, the work accomplished to improve the total valve control program is a major accomplishment toward the in~ent. c A solid configuration control program coupled with a set of audit procedures for components which are not self-revealing should provide adequate means to preclude future occurrences. The identification of instrument valves where mispositioning would'not be readily apparent will be completed by June 30, 1998, and audit procedures will be developed by August 31, 1998.
