The proposed change modifies Surveillance Requirement (SR) 4.4.3.2.1'.b to change the mode requirement to allow PORV stroke testing in Modes 3, 4, and 5 with a steam bubble in the pressurizer rather than only in Mode 4. TVA has determined that there are no significant hazards considerations associated with the proposed change and that the change is exempt from environmental review pursuant to the provisions of 10 CFR 51.22 (c) (9) . The SON Plant Operations Review Committee and the SQN Nuclear Safety Review Board have reviewed this proposed change and determined that operation of SON Units 1 and 2, in accordance with the proposed change, will not endanger the health and safety of l the public. .
