NOTICE OF VIOLATION

. Northeast Nuclear Energy Company Docket No. 50-423 Millstone 3 License No. NPF-49 EA 89-21 During an NRC resident inspection conducted between. November 11 and December 19, 1988, NRC inspectors reviewed the circumstances associated with violations of NRC requirements identified by.the licensee and reported to the NRC. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,. Appendix C (Enforcement Policy)

(1988), the violations are set forth below:

A. License Condition 2.E to Facility Operating License NPF-49 requires the licensee to implement fully and maintain all provisions of the NRC-approved physical security plan (the plan).

8. 10 CFR Part 73.71(b)(I) requires, in part, that the NRC be notified within one hour af ter discovery of any safeguard event described in Appendix G,.

Section I.(c) of Part 73. One of the events described in Appendix G,

'Section I.C, is any degradation or discovered vulnerability in a safeguards system that could allow unauthorized access to a vital area for which comp-ensatory measures have not been employed.

(4) the date when full compliance will be achieved. Consideration may be given to extending the response time for good cause shown.
