Crutchfield, NRC, dated-March 24,.1989 In accordance with 10 CFR 50.90, we.are enclosing a requested amendment to licenses DPR-77 and DPR-79 to change the TSs of SQN units 1 and 2. The proposed change revises specifications 6.2.3.2. and 6.2.3.4 to reflect current

.. restructuring of TVA's Nuclear Power organization. These organizational changes were provided to NRC in the reference above. This is an administrative change that specifically addresses the Independent Safety Engineering Group (ISEG)-with regard to site and corporate staffing organization title and the corporate official to whom ISEG makes recommendations.

The proposed TS change is identified in enclosure 1. The justification for the proposed TS change is provided in enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in enclosure 3.

Subsequent to your approval of this Technical Specification change, ISEG will be integrated into the Nuclear Manager's Review Group (NMRG). NMRG has a set of PIs which it uses to assess its effectiveness. Those PIs will include such areas as' (a) compl_etene:;s of results--by comparison of findings to those of external review groups und by the accomplishment of reviews as scheduled, (b) significance of review findings--by setting a target for the percentage of review findings (in appropriate reviews) which have potential safety (personnel or equipment) or reliability significance,-and (c) results of the

NMRG's' activities--by the acceptance of findings by responsible organizations and.by NMRG's accomplishment of its goals in support of the overall Nuclear Power objectives and goals. The NMRG is currently working with ISEG personnel

.to develop a'similar set of PIs for the new NMRG independent safety engineering function.
