SUMMARY

OF MEETING ON AUGUST 1, 1989 - COMANCHE PEAK OPERATION! QUALITY ASSURANCE PROGRAM

'On August 1, 1989, the NRC staff met with representatives of TU Electric in Rockville, Maryland to discuss the applicant's proposed responses tc the staff's July 11, 1989 request for additional information on the Comanche Peak operations quality assurance (QA) program. Tbc meeting notice with a copy of the staff's request for information as the agenda and the list of meeting at-tendees are provided as Enclosures 1 and 2, respectively, to this summary.

TU Electric provided a handout (Enclosure 3) which contains its draft responses to each of the staff's 19 questions. The staff and applicant discussed the responses ar!d a preliminary agreement on the acceptability of the draft responses was reached for all but two of the questions. The agreed-to resoluti-- for each question is annotated in Enclosure 3 following the TU Electric draft response.

TU Electric will formally respond as shown in the draft response and provije an advance FSAR amendment to incorporate agreed-to changes.

The questions (18d ar.d 16f) for which resolutions were not reached at this meeting both pertain to the scope of the QA program shown in FSAR Table 17A-1.

These appear on pages 21 through 23 of Enclosure 3. Question 18d requires ad-ditional research and review by the applicant and 18f requires further staff review. The staff and applicant expect to reach agreement on responses to these questions during a telephone conference call by mid-August 1969.

Following the initial discussion of the agenda items, staff caucused to research several items brought up during the discussions. Following the breek, the staff reported on the results of its caucus. TU Electric provided additional ex-planation on how it intends to respond to Question 16. Af terwards, Mr. Spraul read his draft safety evaluation to gain assurance from the applicant that it correctly characterizes the QA program described in the FSAR. It was noted t n the applicant's July 25, 1989 advance FSAR amendment submittai (TXX-89489) on FSAR Section 13.1, affects various titles used in Mr. Spraul's safety evaluation.*

  • On August 4, 1959 the undersigned project manager was advised by the applicant that it is reviewing FSAR Chapter 17 for necessary revisions resulting from the changes provided in TXX-89489, and that it will provide necessary revisions as part of the upcoming formal response to the staff's QA questions discussed in this meeting.
