SEQUOYAH NUCLEAR PLANT (SQN) UNIT 1 - 10 CFR 50, APPENDIX J, EXEMPTION REQUEST AND TECHNICAL SPECIFICATION CHANGE (TS) 89-11 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to license DPR-77 to change the TSs of SQN unit 1. The proposed change would extend the 40 i10-month Type A test interval of surveillance requirement 4.6.1.2.a on a one-time basis to permit the unit 1 Type A test to be performed during the unit 1 cycle 4 refueling outage. This one-time extension would require unit 1 shutdown no later than May 1, 1990, and perfo'mance r of Type A testing before unit restart following unit 1 cycle'4 refueling. Also included is the associated exemption request from 10 CFR 50, Appendix J.

The proposed TS change is identified in enclosure 1. The justification for the proposed TS change is provided in enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in enclosure 3. In conjunction with the proposed TS change, enclosure 4 contains an associated exemption request from 10 CFR 50, Appendix J.

TVA requests that NRC response be provided before August 1, 1989, to support scheduling of unit 1 test and outage work activities.
