DPR-42 50-306 DPR-60 Project for Addition of Two Emerrency Diesel Generators Northern States Power Company has initiated a project to add two additional safeguards emergency diesels, to upgrade the safeguards electrical distribution system, and to upgrade #121 Cooling Water Pump to become a swing safeguards pump. A meeting was held in Bethesda on July 19, 1988 with the NRC staff to discuss our preliminary plans for this project. Further discussion of the plans for modifications is provided in our letter of April 13, 1989 .

I which contains our Station Blackout Response. The purpose for this letter is to provide the NRC Staff with the project schedule and the licensing plan and to request NRC concurrence with the proposed qualification plan for the new diesel generators.

Proiect Schedule A high level milestone schedule for the project is attached to this letter. It provides the current, "best estimate", dates for these major milestones.

Proiect Licensinn Plan A. The first submittal is composed of this letter and its two attachments.

B. The second submittal, scheduled for April, 1990, will incorporate the new diesel generators and the new cooling water system configuration into the Technical Specifications, and will include the following information:

. Diesel' Generator Qualification Plan The new diesel generators for Prairie' Island will be provided by the

~ French firm, Socidte Alsacienne de Constructions Mdcaniques de Mulhouse:(SACM). Each diesel' generator set is a tandem arrangement of two SACM,'model-UD45, 16 cylinder engines coupled with a single driveshaft tr ~Jeumont-Schneider generator. The continuous rating.

of'each dies d generator set is'5400 KW.

The plan for: qualification of these diesel generators is attached. It is cour intent to meet the requirements of IEEE Std 387-1984, "IEEE Standard LCriteria for Diesel-Generator Units Applied as Standby Power Supplies for Nuclear. Power Generating Stations" in the-installation and testing of these diesel generators.

IEEE Std 387-1984 subsection 7.2.2, Start and Load Acceptance Tests,

. details a method "...to establish the capability of the diesel-generator unit to start and accept load within the period of time to satisfy the plant design requirement." Subsection 7.2.2 also allows for the use of equivalent means to demonstrate reliability.

The attached qualification plan utilizes alternative methods as allowed by Subsection 7.2.2 of IEEE Std 387-1984 to qualify the SACM UD45 diesel t generator sets being supplied to Prairie Island. We have chosen to.
