DIRECT TESTIMONY OF SANDRA FOWLER MITCHELL ON SAPL CONTENTIONS 8 AND 8A LND TOWN OF KENSINGTON CONTENTION 1 RELATIVE TO THE TOWN OF KENSINGTON

1) Please state your name, address and positions within the Town of Kensington.

My name is Sandra Fouler Mitchell of 102 Stumpfield Road, Kensington, New Gampshire. I am the Director of Emergency Management. I have held this position for one year and two months. I also serve as a member of the Planning Board and the Parents' Advisory Committee of the Kensington Elementary School.

2) What is the purpose of ycur testimony?

The purpose of this testimony is to address SAPL con-tentions 8 and 8A, and Town of Kensington Contenticn 1, specifically whether the Town of Kensington has sufficient manpower to carry out an adequate emergency response in the event of a radiological emergency at Seabrook.

3) Is NHRERP, Vol. 29 the plan which the Tcwn of Kensington recognizes as the plan for the Town?

It is the plan which the State of New Hampshire developed for the Town of Kensington. The Town of Kensington has expressly disapproved of this plan and does not intend to exercice, drill or implement it.

4) Please describe the problems that you see in terms of manpower to carry out the plan in Volume 29 of the NHRERP.

The Town of Kensington is governed by a three member )

Board of Selectmen, all of whom serve only on a part- l time volunteer basis. Two of the selectmen are employ- l ed full-time outside of town. All three selectmen have  !

to implement the plan.

l The Town of Kensington does not have a Transportation Coordinator, Health Officer, or EOC Clerk.

The Volunteer Fire Department is comprised of 37 members, all of whom have other either full time or part time employment; 27 members are employed outside of town. Cnly 10 to 12 of the 37 members can be con-sidered active participants in the Fire Department.

The Police Department has only four officers and only one of them resides in town. Two of the officers work only part-time and one of them is also employed outside Kensington as a part-time officer for the Seabrook Police Department.

The Town Clerk is also employed outside of town.

In short, the availability of town officials having designated responsibilities in Volume 29 is seriously in question. Staffing for even one shift would certain-ly not be fully available. The coverage of Emergency Response Organization positions on a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> basis is plainly impessible. My extremely optimistic estimate of the number of Emergency Response Organization members who could be expected to be available at any one time is

16. The break down of these positions is as follows:

Selectmen 1 CD Director 1 Fire Department 10 Police Department 2 Road Agent 1 Town Clerk 1 16 Twenty-four hour staffing v the Emergency Response Organization in the Town of 'ensington would require a minimum of between 45 md 30 pt ople. Kensington has many elderly people who would li 'ly require special assistance and/or guidance in sheltering or evacuation.

Additionally, there are many one car families who would require assistance if one sponse was off with the car at work or elsewhere. Kensington doos not have the capability of assisting these people.

Another problem that needs to be addressed is that under winter road conditions, our Road Agent cannot keep Kensington's roads plowed out in an expeditious manner. Ordinarily, residents simply wait until their road is plowed out to travel anywhere and this wait can

, w be several hours in duration. Only those with 4-wheel drive vehicles can get through.

The Applicants' Personnel Recource Assessment Summary is predicated on an unrealistic assumption that personnel can be interchanged readily from job to job in the emergency response organization. In the Town of Kensington, this is not a realistic assumption as I

people have very specific assigned jobs for which they are trained. A fireman would not have the requisite training to serve as a civil defense director, for example.

It is likewise unreasonable to assume that State workers could be brought in cold to staff Emergency Response Organization positions in the town. Such personnel would not have the familiarity with Kensington's facilities, roads and population to be effective in carrying out an adequate radiological emergency response.

5) What is your overall conclusion as to the Volume 29 plan?

It is my conclusion that it is very inadequate in terms of providing reasonable assurance that adequate protective measures can and will be taken in a radiological emergency.
