Please state your name, address, occupation and your position in the Town of South Hampton.

My name is Walter F. Shivik.

My address is RFD 2 Box 12, South Hampton, New Hampshire 03827.

I am a self-employed consulting engineer.. I serve as the Chairman of the Board of Selectmen in South Hampton.

What is the purpose of your testimony?

My testimony is to address SAPL contentions 8 and 8A and Town of South Hampton Contentions 2, 3 and 8.

The issues I will address are the adequacy of manpower to carry out a l

radiological emergency response in the Town of South Hampton, the lack of 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day capability for continuous operations for the emergency response organization in South l

Hampton and the lack of agreements with transportation companies and Midway excavators.

Additionally, I will address the inadequacy of provisions for assisting mobility impaired and transport dependent persons within the town.

Is NHRERP Volume 31 that which the Town of South Hampton intends to implement in the event of a radio-logical emergency at Seabrook Station?

No.

The town meeting has directed the selectman not to participate in radiological emergency response planning and therefore this plan is nct recognized by the town as its plan.

4)

Please describe the problems that you see in terms of manpower to carry out the plan in Volume 31 of the NHRERP.

The Town of South Hampton is governed by three selectmen. Due to normal daytime occupational requirements and commitments, it is not likely that more than one selectman would be 8709160031 870911

. available to direct the emergency response.

I, for example, spend my nummers in Maine and am often out of town on business.

Recent business trips have taken me to Japan, the Philippines and Diego Garcia in the Indian Ocean.

All of the police officers in South Hampton serve only on.a part time basis and some also serve as police officers in other EPZ towns.

All live out of town except the Police Chief.

Further, there is only one police cruiser to cover all of South Hampton, making a multiple scene response im-possible.

Deployment of officers during a radiological emergency would be a serious problem.

There are currently 13 volunteer firefighters on the roster.

Between the hours of 7 a.m. and 4 p.m. the recent turnout of firefighters to respond to'any event has been as few as three people. Reliance on volunteer firefighters is not a sound basis for planning.

The Transportation Coordinator listed in the Volume 31 plan lives in Oregon.

A big manpower problem is that some town officials serve multiple roles in the town.

One selectman is also the Civil Defense Director.

I and another selectman share the job of Health Officer and neither of us'have training to deal with radiological emergencies.

I further am listed as the RADEF officer in Volume 31, Appendix A.

I could not possibly fulfill all of the responsibilities as selectman, Health Officer and RADEF officer simultaneously.

In short, there are simply not enough personnel in the town on a regular i

basis to implement the NHRERP Volume 31 plan.

Replacement i

personnel from the state would not have the required knowledge of the town, people, facilities and roadways to carry it out in such a manner as to provide reasonable assurance of adequate public protection even were such j

state personnel available.

Could the town of South Hampton maintain a continuous 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day operation of the emergency response organica-tion?

No. It could not.

As I have pointed out, we do not have enough personnel for even a first shift response.

Does the town have any agreements with transportation i

companies for transport assistance or with Midway Excavator for road clearance?

No.

There are no such agreements entered into by the town.

In the absence of such agreements, there is no reasonable assurance that transportation can be provided to those need-ing it or that roadways can be plowed and otherwise kept l.

The' town owns no equipment for plowing out road-The independent contractor employed by the town may ways.

Does NHRERP, Volume 31 adequately provide for those who are transport dependent?

The provision in the plan that residents requiring trans-portation assistance will stand along predesignated bus routes is absurd on its face.

South Hampton has elderly residents without transportation and it is unreasonable to assume that they can go outside to stand along the road day or night in whatever weahther conditions happen to be prevailing to await a bus that is to arrive at an unspecified That is simply not a means of coping with the problem.

South Hampton would need its own independent means of trans-porting all of those residents and the manpower to carry out the task of transporting them.

The town has neither the vehicles nor the manpower necessary.

Can the town assist the mobility impaired population 8)in the Town of South Hampton?

I am aware that we do have such residents in town; I know of The a blind individual and some individuals in wheelchairs.

town has no transportation equipment for helping such indiv-iduals.

Reliance on outside ambulance companies to come into the town to assist them is not a realistic planning pro-It would require a task force of people familiar vision.

Yes. It does.
