Youngblood In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT - TECHNICAL SPECIFICATION CHANGE 82 In accordance with 10 CFR Part 50.90, we are enclosing 40 copies of a requested amendment to licenses DPR-77 and DPR-79 to change the technical i specifications of Sequoyah Nuclear Plant units 1 and 2 (enclosure 1). The proposed changes will require two reactor coolant loops to be in operation during Mode 3. The justification for the proposed technical specification changes is provided in enclosure 2. A proposed determination.of'no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in enclosure 3.

Enclosed is a check for the $150 amendment application fee required by 10 CFR 170.12.
