LICENSEE PACIFIC GAS AND ELECTRIC COMPANY'S RESPONSE TO THE 10 SECOND SET OF INTERROCATORIES AND REQUEST FOR PRODUCTION OF DOCUMENTS OF THE SIERRA CLUB, 11 DATED OCTOBER 17. 1986 12 13 PGandE provides the following responses to the Sierra Club's Second Set 14 of Interrogatories and Request for Production of Documents:
15 RESPONSE TO INTERROGATORIES 16 INTERROGATORY NO. 1:
17 This interrogatory refers to the document " Seismic Analysis of High j 18 Density Fuel Racks for Pacific Cas and Electric Company for Diablo Canyon 19 Nuclear Power Station," Revision 3, by Alan Soler, TM Report #779. This 20 document was supplied to the Club in response to the first round of requests 21 for documents in the current proceeding and labeled Document 18.
a) In reference to page II-14: tentify all of the generalized forces 22 23 included in the term Q found in the equation of motion for the 24 generalized coordinate q,. All parameters and variables appearing in these force terms should be explicitly identified.

1 b) In particular, do the generalized forces used for the analysis of 2 rack behavior include forces of the " gap closure" type as discussed in the 3 paper " Dynamic Coupling in a Closely Spaced Two Body System Vibrating in a 4 Liquid Medium: the Case of Fuel Racks," A.I. Soler and K.P. Singh, 3rd 5 Keswick Int Conf. Vibration in Nuclear Plants, May 1982, U.K., for example.
6 RESPONSE TO INTERROGATORY NO. la:
7 Generalized forces in the Lagrangian formulation arise from the 8 deformations of the general class of structural members known as " springs."
9 The tena " springs" implies linear and non-linear members, including stop and .
10 Coulomb friction elements.
11 Generalized forces included in the term Q (page II-14 of the TM 12 Report #779) prior to inversion of the mass matrix are as follows:
13 o The two non-liner gap elements having extension or compression 14 direction aligned with the q, generalized coordinate.
15 o The four friction element springs having extension or compression 16 direction aligned with q, generalized coordinate.
17 o The eight impact springs having extension or compression direction in 18 the q, direction.
19 Basically, any spring, gap, or friction element whose extension rate is 20 of the form:
8 21 - ,
! a-I Ai qi 22 i=1 23 will contribute to the generalized force Q if A is n t equal to O.
k k 24 The magnitude of the contribution to Q will be F A , where F is 25 the value of the associated force at the instant in question and A is the 26 ///
l l i
{
I l 1 " coupling coefficient." Since each of the forces can be represented in one of 2 the forms 3
Fk = l K A l; or Fk = 0; or Fk=Fmax 5 at any given instant (K being the spring rate of the element), knowledge of 6 the current system state enables Q to be computed. The assembly and 7 computation of the generalized force for each coordinate at each instant is 8 carried out internally in the computer code. The user need only develop the 9 appropriate kinematic relation for a so as to identify for each -
10 element. The appropriate identifications are outlined in Oat Rsport TM #779.
11 For example, referring to the computer output (pp. 4-7) for run .c13aal, the 12 force elements which enter into the calculation of Q are:
13 a. non-linear springs (gap elements) 14 o fuel assembly - cell wall (5,6) 15 o rack-to-rack (9,10,13,14) (17,18,21,22) 16 b. friction elements (1, 3, 5, 7) 17 In the non-linear spring elements, C1 is the nominal gap value, C2 is the 18 spring constant, and C3 is the structural damping constant. For the friction 19 elements, C1 is the coefficient of friction and C2 is the value of the local 20 spring rate.

n 1 RESPONSE TO. INTERROGATORY lb:
2 The generalized force contributions (due to impact springs or friction 3 elements) contribute to the stiffness matrix of the field equations at each 4 instant in time. This is in contrast to the forces developed due to 5 hydrodynamic coupling which are included in the governing equations as 6 inertial coupling terms at each instant in time.
7 INTERROGATORY NO. 2:
8 What were the criteria used to determine the spacing of the high density 9 racks in the spent fuel pools? In particular, what role did potential 10 rack-rack and rack-wall interactions play in the positioning of the racks?
11 RESPONSE TO INTERROGATORY NO. 2:
12 The high density racks in the pool are designed to abut each other along 13 the girdle bars, within fabrication and installation tolerances in order to 14 optimize storage capacities for the Unit 1 and Unit 2 spent fuel pools. The 15 gap (space) from the pool wall to the closest fuel rack is dependent on the 16 storage cell pitch in relation to the pool wall-to-wall dimensions. A 17 rack-to-wall gap of a minimum of one inch is necessary to promote adequate 18 convection currents in the pool.
19 RESPONSE TO REQUEST FOR PRODUCTION OF DOCUMENTS 20 DOCUMENT REQUEST NO. 1:
21 Regarding the document " Seismic Analysis of High Density Fuel Racks for 22 Pacific Gas and Electric Company for Diablo Canyon Nuclear Power Station," TM 23 Report #779 by Alan Soler: provide all pages of the original version and 24 revisions 1 and 2 which differ from those of revision 3.
