In accordance with 10 CFR Part 50.90, we are enclosing 40 copies of a requested amendment to licenses DPR-77 and DPR-79, to change tha technical specifications of Sequoyah Nuclear Plant units 1 and 2. The proposed change revises the surveillance requirement tolerance for low level isolation of the upper he ad injection (UNI) system. The proposed changes are provided in enclosure 1. The justification for the proposed technical specification changes is provided in enclosure 2. A proposed determinaticn of no significant hazards consideration performed pursuant to 10 0FR 50.92 is

, provided in enclosure 3.

This change has been previously identified by TVA as an item required for approval prior to Sequoyah restart. After reevaluaton, TVA no longer believes that this should be considered as a restart item. This decision is based on the conservative nature of the change (i.e., reduction of setpoint tolerance). TVA believes that both the letter and intent of the requirement can be satisfied by appropriate administrative controls, supported by detailed analysis, which ensure operation within the limits currently established by technical specifications.

Enclosed is a check for $150 amendment application fee required by 10 CFR 170.12.
