REVIEW 0F LICENSE AMENDMENT APPLICATION DATED NOVEMBER 6, 1986, AND ITS SUPPLEMENTS DATED FEBRUARY 18, AND MARCH 18, 1987 ,
BACKGROUND Combustion Engineering, Inc. (CE), by application dated November 6,-1986, and its supplements dated February 18, and March 18, 1987, requested authorization to transfer certain responsibilities from the nuclear laboratories to the nuclear fuel organization. Heretofore, the nuclear laboratories (Development) reported to the Nuclear Power Systems Division Vice President through the Product Services and Development Group. Under the new organization, that part of the organization now known as Product Development will report to the Division Vice President through the Vice President, Nuclear Fuels. Whereas the laboratory operations had their own health physics organization, the ,
technicians in the laboratory shall now receive their guidance in radiation and nuclear criticality safety controls, and technical supervision from the Nuclear Licensing, Safety, Accountability, and Security (NLSA&S) function under the Nuclear Fuel Manufacturing organization.
DISCUSSION A. Radiation Safety Although the Health Physics Technicians in the Product Development organization administrative 1y report to Product Development, their radiation and nuclear criticality safety functions are under the guidance and control of the NLSA&S. The Manager, NLSA&S, is responsible for the surveillance of all activities at the CE facility in which radioactivity is involved to ensure that the health and safety standards set forth in the license are met. He or the Supervisor, Health Physics and Safety, approve all RWP's (required for all operations under Product Development involving radioactive materials).

Operations in Product Development involving radioactive materials are formally inspected daily for radiation (nuclear criticality safety) by-
! an HP Technician. He submits his findings in writing to the Manager, NLSA&S. An individual meeting the minimum qualifications of either the' Manager, MLSA&S, or the Supervisor, Health Physics and Safety, performs i a monthly audit of the radiation and nuclear criticality safety programs l in Product Development to verify the adequacy of the programs and that j all designated limits and controls are being followed. The audit findings

will be documented. In addition, the Nuclear Safety Connittee shall i perform an annual review of all aspects of the radiation and nuclear criticality safety programs and will transmit its report in writing to

the Vice President, Nuclear Fuel, with copies to the Vice President, Nuclear Power Systems, and to operational supervisors. Therefore, the control of nuclear criticality and radiation safety of the activities in the Product Development part of the new organization is adequate. The criteria for safety of all activities at.CE involving radioactive materials as well as the organizatien within Nuclear Fuel Manufacturing remain the same.
B. Nuclear Criticality Safety l l
- At CE, there is neither a change in the activities involving radioactive materials nor a requested change in the nuclear criticality safety limits and controls. Therefore, the existing program is adequate.
C. Environmental Protection
- There is no requested change in the environmental protection requirements
, for the facility. The requested change in the organization and the admf nistrative controls in Product Development do not result in (1) any I
significant change in the types or significant increase in the amount of effluents that may be released offsite; (2) any significant increase in individual or cumulative occupational radiation exposure; (3) any
> significant construction impact; and (4) any significant increase in the i potential for or consequences from radiological accidents. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment
) nor an Environmental Impact Statement'is necessary for the proposed action.
, The amendment application dated November 6,1986, and its supplements dated February 18, and March 18, 1987, were discussed with Mr. Jerome Roth, Region I Inspector of the facility on April 6, 1987. He foresaw no safety or environmental problem with the requested changes in organization.
