DPR-42 50-306 DPR-60 License Amendment Request dated May 13,1999 Remove Plant Organization Structure Requirement Attached is a request for a change to the Technical Specifications, Appendix A of the Operating Licenses, for the Prairie Island Nuclear Generating Plant. Northern States Power Company submits this request in accordance with the provisions of 10CFR50.90.

This amendment request proposes to remove the plant organization requirement, imposed in Amendment 141/132, that the plant manager, who has responsibility for overall safe operation of the plant, report (directly) to the corporate officer, who has responsibility for overall plant nuclear safety. Deleting this requirement would be consistent with Technical Specification changes implemented in Amendment 105/98 f that followed the guidance provided in Generic Letter 88-06. I q Exhibit A contains a description of the proposed change, ue reasons for requesting the change, the supporting safety evaluation, and the signifmnt hazards determination. Exhibit B contains the Amendment 141/132 Prairie Island Technical Specification page marked up to show the proposed change. Exhibit C contains the revised Amendment 141/132 Prairie Island Technical Specification page incorporating the proposed change.
