In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION CHANGE 88 TURBINE-DRIVEN AUXILIARY FEE 0 HATER PUMP (TDAFHP) RESPONSE TIME AND ACTUATION SIGNAL TESTING In accordance with 10 CFR 50.90, we are enclosing a requested amendment to licenses OPR-77 and OPR-79 to change the technical specifications of SQN units 1 and 2. The proposed change will allow entry into mode 3 before performance of the response time and actuation signal testing for the TOAFHP. TVA believes that this change should be approved before restart of SQN unit 1 to avoid any possible misinterpretation of the testing requirements for the TDAFHP.

The proposed technical specification change is identified in enclosure 1. The justification for the proposed technical specification change is provided in enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in enclosure 3.

Enclosed is a check for the $150 amendment application fee required by 10 CFR 170.12.
