Busca DOCKET NO. 50-4_9_8 SOUTH TEXAS PROJECT, UNIT 1 j LICENSE N0. NPF-71 l RECEIPT OF PETITION FOR DIRECTOR'S DECISION UNDER 10 CFR 2.206 Notice is hereby given that by Petition dated January 26, 1988, the Government Accountability Project requested that the Comission delay voting on a full-power operating license for the South Texas Project (STP), Unit I l

until there has been a complete investigation of all allegations regarding the STP and public release of a report disposing of each allegation, The Petition asserts as grounds for this request that: (1) the results of the NRC's limited i investigation into allegations were predetermined, in that the NRC inspection  !

l team I,ad prepared a draft of its findings before leaving the site after its l site inspection; (2) in an on-site inspection with one of the allegers, the alleger was not pennitted to show the NRC team any of his allegations relating to Unit 1; (3) the NRC review was subjected to ovarwhelming scheduling pressures, resulting in disposition of most of the allegations without interviewing the l l

allegers and in a failure to thoroughly address the 60 selected allegations that were the focus of the tean's review; and (4) ncne of the allegations of wrongdoing have been investigated by the NRC. The request is being treated pursuant to 10 CFR 2.206 of the Comission's regulations. As provided by 10 CFR 2.206, cppropriate action will be taken on this request within a reasonable tirr.e.
