BRANCH APPLICANTS' IDENTIFICATION OF WITNESSES Applicants hereby identify the following individuals as the witnesses they presently intend to call in this proceeding:

1. Mr. Don D. Jordan, Chairman of the Board and Chief Executive Officer of Houston Lighting & Power Company (HL&P), will testify in connection with Contention 10. Mr. Jordan's testimony will include his knowledge of the " Design Review of Brown & Root Engineering Work for the South Texas Project" (Quadrex Report) performed by Quadrex Corporation and his views as to the adequacy of Brown & Root Inc.'s (Brown & Root) services at the time of his prior testimony.
2. Mr. George W. Oprea, Jr., former Executive Vice President-Nuclear of HL&P, will testify in connection with Contention
10. Mr. Oprea's testimony will include his knowledge of the Quadrex Report and his views as to the adequacy of Brown &

Root's services at the time of his prior testimony.

3. Mr. Jerome H. Goldberg, Group Vice President-Nuclear of HL&P, will testify in connection with Contentions 9 and 10.

Mr. Goldberg's testimony will include the initiation and conduct of the Quadrex review, the review and reporting of the Quadrex Report, the furnishing of the Quadrex Report to the Board, the notification to the Board of the replacement of Brown &

Root, and his views as to the adequacy of Brown & Root's services at the time of his prior testimony.

4. Mr. Richard A. Frazar, Manager-Engineering Assurance for HL&P, will testify in connection with Contention 10. Mr. Frazar's testimony will include his knowledge of the Quadrex Report and his views as to the adequacy of Brown & Root's services at the time of his prior testimony.
5. Dr. James R. Sumpter, Manager-Litigation Technical Support for HL&P, will testify in connection with Contentions 9 and
10. Dr. Sumpter's testimony will include his involvement in the initiation and conduct of the Quadrex review, the preparation of the Quadrex Report, and the review and reporting of the Report.
6. A panel consisting of Mr. Frank Lopez, Jr., Bechtel Engineer-ing Group Supervisor and Dr. Sidney A. Bernsen, Manager of Quality Assurance for Bechtel Power Corporation, will testify in connection with Contention 9. Their testimony will include the review of the Quadrex findings by Bechtel.

. 7. Mr. Mark R. Wisenburg, Manager-Nuclear Licensing for HL&P, will testify in connection with Contention 9. Mr. Wisenburg's testimony will include a description of HL&P's current program and procedures for the review and reporting of deficiencies pursuant to 10 C.F.R. S 50.55(e).

8. Finally, a panel consisting of Mr. Thomas J. Jordan, Project QA Manager for HL&P, Mr. Alfredo Lopez, Bechtel's Civil-Structural Engineering Group Supervisor for STP and Mr. Walter R. Ferris, former Chief Soils Engineer, Geotechnical Group, for Bechtel Power Corporation will testify in connection with Issue B/D-1. Their testimony will address the adequacy of backfill placed at STP by Ebasco in light of the two violations and two audit findings identified by the Board.
