p t. M.4 July 5, 1989 ST-HL-AE-3164 File No.: G25,G03.15 Mr. Samuel J. Chilk Secretary U. S. Nuclear Regulatory Commission Washington, D. C. 20555 South Texas Project Electric Generating Station Proposed Rulemaking on Acceptance of Products Purchased for Use in Nuclear Power Plant Structures, Systems and Components

Reference:

NUMARC letter of June 26, 1989 ott above subject Houston Lighting & Power Company (HIAP) shares NRC's desire to assure that the procurement and product acceptance processes used in the industry provide adequate assurance that fraudulent, counterfeit or substandard components are not used in commercial nuclear plants. Although we believe that current NRC quality assurance requirements already contain the fundamental requirements necessary to provide such assurance, and that these requirements generally have been implemented effectively, we recognize that there is a need to improve the implementation of quality assurance in the industry procurement processes. Significant industry efforts are already underway to address these procurement issuer. Consequently, we believe it is neither necessary nor appropriate to modify 1.he current reguistions.

H14P has reviewed the comments developed by NUMARC on behalf of the industry and supports those comments.

Very truly yours,
