RECEIPT OF PETITION FILED BY THE GOVERNMENT ACCOUNTABILITY PROJECT - SOUTH TEXAS PROJECT, UNIT 1 This letter is to ackr.cwledge receipt of a Petition cated January 26, 1988, filed by the Governrent Accountability Project (GAP) requesting that the Comission delay voting on a full-power operating license for the South Texas Project (STP), Unit 1 urtil there has been a complete investigation of all allegations regarding the STP and public release of a report disposing of each ellegation. GAP asserts as bases for this request that: (1) the results '

of the NRC's linited investigation into allegations were predatem'ned, in that the NRC inspection team had prepared a draft of its findings before leaving the site after its site inspection; (?) in an on-site irspection with one of the allegers, the alleger was not pemitted to show the NRC team any of his allegations relating to Unit 1; (3) the NRC review was subjected to over-whelming scheduling pressures, resulting in disposition of most of the allece-tions without interviewing the allegers and in a failure to thoroughly address the 60 selected allegations that were tha focus of the tean's review; and (4) none of the allegations of wrnrgdoing have been investigated by the NRC.  ;

The GAP Petition is beirg treated pursuant to 10 CFR 2.206 of the Comisrion's regulations. As provided by 10 CFR 2.206, action will be taken on your request '
