4 Division of Engineering, has completed its review of applicant's repairs and other decisions concerning magnetic particle linear indications on 4

welds attaching containment weld pads to the containment shell. Region V requested our assistance and Task Interface Agreement No. 83-99 of November 4, 1983 was assigned for this effort. The MTEB coordinated its review with the Structural & Geotechnical Engineering Branch (SGEB). The SGEB structural reviewer has also reviewed the structural aspects of this issue and concurs with MTEB's conclusion.

During the WNP-2 Qualification Verification Program, inspection of attachment welds to the shell found sorne magnetic particle indications. The applicant allowed some of the magnetic particle indications, which are believed to j be underbead cracking, to remain as is, i.e., without weld repair. The 1

applicant contracted with Aptech Engineering Services, Inc. to summarize

! and assess the magnetic particle indications, their repair; and where weld repair was not performed, evaluate the structural performance with the flaws present. Aptech's report, AES 8309413Q, " Assessment of Pad-to-Shell Fillet Weld Indications at Washington Public Power Nuclear Station Unit 2" was provided to MTEB for evaluation. The report covered fracture mechanics evaluations of the underbead cracks which were allowed to remain.

Sizing of the flaws was bounded by the largest flaws found in the applicant's reinspection.under ~

welds and other attachment welds to the containment shell to remain as is  ;

(without weld repair) are acceptable.
