Date: August 12, 1988 PR'ELIMINARY NOTIFICATION OF EVENT OR UNVSUAL OCCURRENCE--PNO-I-88-82 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

LOSS OF OFFSITE POWER At about 1:00 p.m. on August 12, 1988, the Combustion Engineering Windsor, Connecticut facilities lost off-site electrical power. The entire Windsor, Connecticut area lost power at the same time. All operations of the Nuclear Fuel Fabrication facility have been terminated and the fuel fabrication facility employees have been sent home. The facility emergency power system is operating as required.

All monitoring systems (criticality, radiation, etc.) important to safety have been switched to emergency power and there will be no movement of fuel until offsite power is restored.

4 This Preliminary Notification is for information only. The State of Connecticut has been notified. A Region I inspector will be at the site Monday morning August 15, 1988 and will review the status of the facility at that time.

The Region I office was informed of this incident by the licensee at 1:15 p.m. and this information is current as of 1:45 p.m. on August 12, 1988.
