- Actions," 10 CFR Part 2, Appendix C (Enforcement Policy) (1986), the following violation was identified:

10 CFR 70.51(f)(4)(v) requires that licensees conduct physical inventories
.according to written inventory instructions for each inventory which iden-tify the means by which material on inventory will be listed to assure that each item is inventoried and that there is no duplication.
Contrary to the above, on June 24, 1987, the inspector determined that the licensee failed to provide written inventory instructions for the October 1986 physical inventory for verification of the transfer of inventory data from-the handwritten inventory sheets to the computer-ized inventory summary report, which constitutes the official inventory results. Thirty-three discrepancies were identified by the inspector which included:
omission of two inventory line items; duplication of two inventory line items; incorrect amounts entered for six inventory line items for either the uranium, uranium-235 or net' weights; and
. incorrect tag numbers on twenty-three inventory line items.
This is a Severity Level V violation (Supplement III D).
Pursuant to the provisions of 10 CFR 2.201, Combustion Engineering, Inc. is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the'date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
