) On-site Emergency Planning (Scabrook Station, Units 1 and 2) ) and Safety Issues NRC STAFF'S SECOND STATUS REPORT PURSUANT TO THE LICENSING BOARD'S ORDERS OF NOVEMBER 4,1985 AND JANUARY 8,1986 On November 4,1985, the Licensing Board issued an Order directing submissions by the Staff and Applicants of various identified documents.

By Order dated January 8, 1986, the Board requested the Staff to furnish reports on the status of its review of the documents identified in its Order of November 4, 1985, to be filed by February 3, 1986 and no later than every 30 days thereafter. Pursuant to the Licensing Board's Orders, the Staff filed its first monthly status report on February 3, 1986. In further response to the Board's Orders, the Staff hereby submits the following information.

1. In the Staff's status report of February 3, 1986, the Staff indicated it expects to publish the next Supplemental Safety Evaluation Report (SSER) for Seabrook in April 1986. At this time , the Staff continues to project publication of the SSER in April 1986, and expects to be able to transmit to the Board and parties the completed SSER input for each of the relevant areas prior to publication of the SSER.

2. As previously projected, the Staff conducted its enviroEmental

qualification audit at the Seabrook site on February 27-28, 1988 The Staff is currently preparing a written report summarizing the results of its review of the Applicants' environmental qualification program.

3. The Staff is continuing to review Revised Section 5.0 of the Applicants' onsite Radiological Emergency Response Plan. In the erurse of this review, the Staff has identified various areas in which it rt ,. tires further information from the Applicants. This information was informelly requested during an impromptu meeting held at the Seabrook site on February 27, 1986, and will be requested in writing shortly. The Staff anticipates that this information may be provided by the Applicants within the next two weeks, following their receipt of the Staff's written request.

The Staff will review.that information following its receipt. Assuming the information is provided promptly, the Staff expects to be eble to complete its review of this matter prior to publication of the SSER in April 1986,1

4. The Staff's review of Revision I to the Westinghouse Owners Group Emergency Response Guidelines is continuing. . The information provided by the Ftaff in its February status report as to this matter continues to be accurate at this tino.

-1/ It is unclear to the Staff whether the Board is interested in recelying updated information concerning the Staff's review of.the Applicants' emergency plan implementing procedures (EPIPs). None-theless, the Staff wishes to note that further revisions to the EPIPs were provided by the Applicants in January 1986, and the Staff expects that further EPIP revisions will be submitted following the Applicants' anticipated modifications to Section 5.0 of its onsite plan.

Assuming that these revisions are promptly filed, the Staff expects to complete its review of the revised EPIPs during the follow-up onsite emergency plan implementation appraisal, currently scheduled to be held during the week of March 17, 1986.

5. As indicated in the Staff's February status report, the' Staff has been informed that an. evacuation time study (ETS) is being prepared  !

I by a consultant ("KLD") for the State of New Hampshire (in part), and

! that following its approval by the State, the ETS will be submitted as l l

part of the offsite State and local emergency plans. Counsel for the i Staff has been informed that KLD expects to submit its completed ETS to the State within the next two weeks, and that State approval could be i rendered soon thereafter. The Staff does not know whether the State's ETS will differ significantly from the ETE which was previously provided by the Applicants, nor do we know whether the State's submission of its [

ETS . will affect the Applicants' ETE. Accordingly, the Staff expresses no opinion at this time as to what effect the submission of the State's I I

ETS may have upon litigation in this proceeding. Nonetheless, we note i

l that in the event that the Applicants should adopt the State's. ETS in lieu of their own ETE, the record in the onsite phase of the proceeding could, conceivably, be affected. Alternatively, if. the Applicants do not adopt the State's ETS in lieu of their own ETE, and onsite and offsite officials plan to utilize different evacuation time estimates in arriving at protective action recommendations during an emergency, other issuce ,
