SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION CHANGE 88-18 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to license DF4-79 to change the technical specifications of SQN unit 2. The proponed change is to request an extension until the upcoming refueling outage for performance of survalliance requirement (SR) 4.6.5.1.b.2. We currently anticipate that we will need the extension untti January 22, 1989. This survell.'.ance can only be performed during shutdown; therefore, to avoid an unnecessary shutdown of the plant, we ask that your review of this request be performed so we can receive your response by December 3,1988.

The proposed technical specification change is identified in enclosure 1. The justification for the proposed technical specification change is provided in enclosure 2. A proposed determination of no signLficant hazards consideratlon perfotwd pursuant to 10 CFR 50.92 is provided in enclosure 3. A copy of the calculation that ensures sufficient technical justLfication for this extension is provided in enclosure 4.

Enclosed is a check for the $150 amendment app 1LeatLon fee required by 10 CFR 170.12.
