) On-site Emergency Planning (Seabrook Station, Units 1 and 2) ) and Safety Issues NRC STAFF'S THIRD STATUS REPORT PURSUANT TO THE LICENSING BOARD'S ORDERS OF NOVEMBER 4,1985 AND JANUARY 8,1986 On November 4,1985, the Licensing Board issued an Order directing submissions by the Staff and Applicants of various identified documents.

By Order dated January 8,1986, the Board requested the NRC Staff to furnish reports on the status of its review of the documents identified in its Order of November 4, 1985, to be filed by February 3, 1986 and no later than every 30 days thereafter. Pursuant to the Board's Orders, the Staff filed monthly status reports on February 3 and March 5,1986.

The Staff hereby submits its third monthly status report with respect to the matters identified in the Board's Orders.

1. The Staff continues to expect that the next Supplemental Safety Evaluation Report (SSER) for Seabrook will be published by the end of April 1986. As previously noted , the Staff will attempt to provide the Board and parties with the completed SSER input for each of the relevant areas prior to publication of the SSER.

2. As previously reported, the Staff conducted its environmental qualification audit at the Seabrook site on February 27-28, 1986.

Following that audit, the Staff identified various areas in which it required further information from the Applicants in order to permit the Staff to conclude its environmental qualification review. On April 4, 1986, the Staff received further information from the Applicants in response to this request. Following its review of this information, the Staff will undertake to issue a written report summarizing the results of its environmental qualification review.

, 3. The Staff is continuing its review of Revised Section 5.0 of 1

the Applicants' onsite Radiological Emergency Response Plan.

As previ-ously reported, the Staff identified various areas in which it required additional information from the Applicants; this information was infor-mally requested on February 27, 1986, and was requested by letter of March 17, 1986. On April 2, 1986, the Applicants submitted their response to the Staff's request. The Staff expects to be able to complete its review of this matter later this month.

4. The Staff will undertake to provide further information concerning its review of Revision I to the Westinghouse Owners Group Emergency Response Guidelines, in its next status report to the Board.
5. At the prehearing conference on offsite emergency planning issues, held on March 25-26, 1986, the Licensing Board Chairman indi-cated that ETE issues will be considered by that Board (Tr. 2131-32).

1 Accordingly, the Staff will not address ETE-related issues in its status reports pursuant to the Licensing Board's Order of January 8, 1986.
