Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Steam Generator Tube Plugging Criteria

Dear Mr. Denton:

South Carolina Electric and Gas Company (SCE&G) hereby requests. an amendment .to the Virgil C. Summer Nuclear Station Technical Specifications Section 3/4.4.5,

" Steam Generators." This amendment would provide an addendum to the Degraded Tube and Tube Plugging Limit criteria in Section 4.4.5.4 for items 4.4.5.4.a.3 &

6. This addendum would allow for specific alternative action for defective steam generator tubes when such action has been reviewed and approved by the NRC. The amendment would also change Table 4.4-2, " Steam Generator Tube Inspection," to allow for the repair of defective steam generator tubes using an NRC approved method. The flexibility provided by this amendment is requested to take advantage of recent developments in steam generator tube analyses and tube repair methods. Expeditious processing of this change is requested should this flexibility be needed during the second re fueling outage scheduled to connence October 4, 1985.

Attachment I is a copy of the proposed revision to Technical Specifications, pages 3/4 4-14 and 17. Attachment II is the proposed no significant hazards determination. These changes have been reviewed and approved by both the Plant Safety Review Committee and the Nuclear Safety Review Committee.

The application fee of one hundred fif ty dollars ($150.00) as required by Title 10 of the Code of Federal Regulations, paragraph 170, has been sent under separate cover via SCE&G check number 216017. The check has been received and deposited by Ms. Leah Tremper of the License Fee Management Branch.
