MEETINGS WITH CAROLINA POWER AND LIGHT COMPANY (CP&L) AT THE CORPORATE OFFICE IN RALEIGH, NC ON DECEMBER 4, 1985 AND AT THE BRUNSWICK STEAM ELECTRIC PLANT (BSEP) ON DECEMBER 5, 1985

Background:

On December 4,1985 D. R. Muller and M. Grotenhuis visited the CP&L Corporate

> offices to discuss the status of the BSEP licensing actions. On December 5, 1985, the meeting was reconvened at the BSEP site in Southport, NC. As indicated, the purpose was to discuss the status of BSEP licensing actions.

In addition, a site visit was included to discuss a specific licensing action, the excess flow check valve relief request, and to observe tests on the type of valve involved. Attendees at the meeting in Raleigh are listed in

. attachment 1, attendees at the site visit are listed in attachment 2.

Summary of Meeting December 4, 1985:

As indicated,-the purpose of the meeting was to conduct a joint review of all CP&L licensing actions involving BSEP. Normally, this review is conducted'in Bethesda, but or occasion it is held at the corporate office in Raleigh. This meeting was moved to Raleigh to tie in with a relateo site visit the following day at the BSEP site.

n The major licensing issues discussed in detail were as listed in the-agenda, attachment 3. As discussed in the meeting:

1. A separate schedular exemption request for completion of Appendix R modification will be submitted by CP&L after the Safety Evaluation for the Alternate Shutdown System is issued.
2. - :CP&L will provide schedular details of the components affecting the emergency response facilities completion on an informal basis _ in

. preparation for a meeting with the staff in January 1986.

3. The revised schedule for the Integrated. Schedule amendment will be I submitted early in January 1986.
4. CP&L informally provided additional basis for the acceptability of the nitrogen switchover system. This will be submitted formally after a staff meeting on the subject in January 1986.

Summary of Me'eting December:5,1985 at the Brunswick Site:

+The meeting at the site had two purposes. One purpose was to continue

discussion of.some of the items' discussed at.the Raleigh meeting by observing the areasT and the equipment involved. In particular, this included the Emergency Response facilities, the cable penetrations in the control room ,

floor, and the nitrogen switchover system.. The other purpose was to observe tan excess flow check-valve demonstration.

The areas were. visited as stated and the site visit served the purposes

_ ' intended.' The visit to the site supported some.of the items discussed on 3 Dccembe'r 4, 1985 which would be' enhanced by direct observation. The latter, the; excess flow check valves, provided additional support for the amendment now'pending.

Reviewer concerned that the Brunswick license amendment request exceeds the intent of Generic Letter 84-l5.

- Recommendation is to re-submit request similar to North Anna request.

4 IX. APPENDIX 3 REQUEST

- Reviewer requesting alternate testing in lieu of Type C testing of lines terminating below the minimum water level of the torus (exemption 2).

Plant does not want this - Monticello recently approved with no alternate test requirement. -

Expedited approval will be sought.-

Technical Specification improvement Program should result in a large number of license amendment requests.
