NOTICE OF VIOLATION Northern States Power Company Docket Nos. 50-282: 50-306; 72-10 Prairie Island Nuclear Generating Plant Licenses No. DPR-42; DPR-60; SNM-2506 Units 1 and 2 During an NRC inspection conducted on October 7-11,1996, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

Paragraph 2 of Amendment 85 to License No. DPR-42 and Amendment No. 78 to License No. DPR-60 (Dated January 5,1989), amended paragraph 2.C.(3) of the Facility Operating Licenses to require the licensee to fully implement and maintain in effect all provisions of the Commission-approved physical security plan including amendments made pursuant to the provisions of 10 CFR 50.54(p).

Section 14.2 of the Prairie Island approved Security Plan states in part: " A review of the Security and Safeguards Contingency Plans, to evaluate their impact on plant and personnel safety,is conducted annually by Plant Security and Operations Department personnel."

Contrary to the above, review of documentation and interviews with the Superintendent, Security on October 9,1996 disclosed that annual reviews of the Security and Safeguards Contingency Plans to evaluate their impact on plant and personnel safety had not been conducted for the years 1995 and 1996. The latest documentation of such a review being conducted was dated August 18,1994, and the review was completed by a Quality Specialist rather than Security and Operations department personnel. This violation applies to Units 1 and 2.

This is a Severity Level IV violation (Supplement 111).

The NRC has concluded that information regarding the reason for the violation, the l corrective actions taken and planned to correct the violation and prevent recurrence is already addressed in Section S3 of the attached Inspection Report. However, you are required to respond to the provisions of 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a " reply to a Notice of Violation," and send it to the U. S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region Ill, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).
