l This letter is submitted to further clarify the subject license amendment request l based on discussions with the NRC staff. Specific Technical Specification page  ;

changes are presented in Attachments 1 and 2 to this letter. Attachment 1 contains Technical Specification pages TS.6.0-3 from the previous supplement, dated November 25,1996, and page TS.6.0-5 from Exhibit C of the subject License Amendment Request marked up to implement the modifications proposed by this supplement. Attachment 2 contains Technical Specification pages revised to their final form to reflect the changes proposed by both supplements. Specific changes to the Technical Specifications Chapter 6 proposed by this supplement are discussed below.

An additional paragraph from the Prairie Island current Technical Specifications is included in the requirements for limiting the working hours of the plant staff. This additional paragraph specifies the controls on deviations from the procedural guidelines.

Proposed page TS.6.0-5: incorporation of NUREG-0737.

In conformance with the guidance of NUREG-1431, the requirements for emergency operating procedures includes the base document NUREG-0737.

A revised Safety Evaluation, Significant Hazards Determination and Environmental Assessment have not been submitted with the changes proposed by this letter since these evaluations, as originally presented in the December 14,1995 submittal, continue to bound the proposed license amendment as modified by this supplement.

All recently issued License Amendments which would impact the subject License Amendment Request and its supplements were addressed in the November 25, 1996 supplement.
