Tubing - Unit 2" In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change revises TS surveillance requirements and bases to incorporate clarifications necessary to separate the portion of S/G tubing from the end of the tube up to the start of the tube-to-tubesheet weld from the remainder of the tube for the purposes of sample selection and repair.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to 10 CFR 50.92 is O

U.S. Nuclear Regulatory Commission Page 2 September 8, 1994 provided in Enclosure 3. Enclosure 4 contains a Safety Evaluation Checklist (SECL-94-133) provided by Westinghouse Electric Corporation that contains a historical overview of the affected tubes as well as an assessment of the structural j integrity of the tubes. Enclosure 5 contains the commitment made within this letter.

This change is considered a clarification and as discussed with NRC on August 19,1994,is required in order to support Unit 2 restart (Mode 2). TVA j requests a 14-day implementation period for this TS change following issuance. Note that the current schedule for Unit 2 restart (Mode 2)is November 1,1994. Therefore, an expedited review is requested to support the restart schedule.

TVA is withdrawing TS Change 94-09. TVA previously submitted TS Change 94-09 by the referenced letters. TVA considers the commitments made in References 1 and 2 to be cancelled.
