" REVISION OF COLD LEG INJECTION ACCUMULATOR REQUIREMENTS IN ACCORDANCE WITH NUREG-1431" In accordance with 10 CFR 50.90, we are enclosing a requested amendment to Licenses DPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2. I The proposed change will revise the limiting condition for operation.  :

action, and surveillance requirements (SR) for the cold leg injection accumulators to be consistent with the latest standard TS (NUREG-1431).

In addition, associated bases discussions have been revised to provide consistency with these revisions. j The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant i to 10 CFR 50.92 is provided in Enclosure 3.

The cost savings and operational flexibility provided by this proposed line item TS change are of considerable benefit. The cost savings associated with relaxing the SRs for the cold leg injection accumulators pressure and level transmitters are estimated to be in excess of 1.4 million dollars over the life of the plant. This estimate is based on a total remaining plant life for both units of 53 years and 768 man-hours per unit per year to perform the monthly channel functional tests. For this reason, TVA requests that the proposed change be considered a cost beneficial licensing action and prompt approval is requested. TVA requests a 45-day implementation period for this TS change following issuance.
