CHANGE 96-06," DELETION OF SURVEILLANCE REQUIREMENT 4.8.1.1.1.b" In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses  !

DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change removes the Surveillance Requirement 4.8.1.1.1.b that verifies the ability to transfer ,

the unit power supply from the unit generator supported circuit to the preferred power circuit. The current SON design and operating configurations do not require the use of this transfer feature making this surveil!ance unnecessary. I The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no '

significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in ,

Enclosure 3. Enclosure 4 provides the revised TS pages as illustrated in Enclosure 1. j l

To maximize the outage related benefits associated with the proposed TS change, i TVA requests approval of this change prior to the Unit 1 Cycle 8 refueling outage scheduled for March 1997. TVA requests a 45-day implementation period for this TS change following issuance.

TVA also requests that the proposed TS change be considered as a CBLA (Cost Beneficial Licensee Action) item. It is estimated that approximately 100 manhours are expended each refueling outage to perform the subject surveillance. Based on this kf
