In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAll NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) CHANGE 94-15 "POSTACCIDENT SAMPLING (PAS)"

In accordance with 10 CFR 50.90, we are enclosing a requested amendment to Licenses DPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2.

The proposed change deletes License Condition 2.C.(23)F of License No. DPR-77 for Unit 1 and 2.C.(16)g of License No. DPR 79 for Unit 2.

These license conditions authorized'TVA to. operate SQN's PAS system as described in five TVA letters to NRC (1983 to 1984). Included with the proposed change is SQN's revised PAS Program. The revised program supersedes the information contained in the TVA letters referenced in the license conditions. TVA proposes to include the revised program within SQN's Final Safety Analysis Report (FSAR) and maintain the revised program under the 10 CFR 50.59 process.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3. The description and justification for SQN's revised PAS Program is provided in Enclosure 4.

A mark-up of the FSAR changes associated with the revised PAS Program is provided in Enclosure 5.

TVA requests that this TS change be considered a cost beneficial licensing action. Implementation of the revised PAS Program (see Enclosure 4) at SQN is estimated to save TVA one million dollars in operating and maintenance (0&M) costs over the remaining 25-year life of the plant. This O&M savings include expenditures associated with training and replacement of on-line analysis equipment.
