In accordance with 10 CFR 50.90, we are encioning a requested amendment to Licensen DPR-77 and DPR-79 to change the TSo of SQN Units 1 and 2. As directed by Generic Letter (GL) 88-16. " Removal of Cyclo-Spect(ic parameter Limits From Technical Specifications," the proposed change will delete core operating limits from the TSs and create the COLR to contain those limits. Note that in addition to the guidance provided by GL 88-16, the guidance from Westinghouse ownnes Group (WOG) provided in WOG 90-016 has been utilized in developing this TS chango.-

The propocod TS change is identified in Enclosure 1. The justification for the proposed TS change 10-provided in Enclosure 2. A proposed determlitation of no significant hazardo consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3. A cample C0tR with representative core data is provided in Enclosure 4.

As indicated in NRC's letters to TVA dated May 23 and November 2, 1990, I implementation of CL 88-16 would prevent the need to request an exemption to TS 6.9.1.14 if the Radial peaking Factor Hoport has not been provided to NRC 60 days before cycle initial criticality. The typical core analysis strategy is to finalize the core configuration after core-off-load. This will allow the plant to redoelgn the core if any of the ass 9mb11ec planned for reload are damaged or havo leaking fuel rods.
