License Amendment Request Dated March 20, 1992 Auxiliary Electrical S_yntem Chanen and Cooling hter System Channes Attached is a request for a change to the Technical Specifications, Appendix A of the Operating Licenses, for Prairie Island Nuclear Generating Plant, Units 1 und 2. This requent is submitted in accordance with the provisions of 10 CFR Part 50. Section 50.90.

This License Amendment Request reflects plant modifications being perform (d as part of NSP's Station Blackout / Electrical Safeguards Upgrade (SB0/ESU) Project for Prairie Island Nuclear Generating Plant, Units 1 and 2. The License .

Amendment Request _ includes proposed Technical Specifications changes for those project activities that will be complete upon startup of Prairie Island units from planned Fall 1992 outages.

It should be noted that one of the electrical safeguards activities, replacen.ent of the Unit 1 480V safeguards buses, will not be completed until a later outage. A separate License Amendment Request will be submitted to 4 propose necessary Technical Specifications changes related to that activity.

P-Also note that setpoint values provided in proposed Technical Specifications Table TS.3.5-1 will be confirmed upon completion of the electrical distribution systems voltage analyses. We will notify NRC of this confirmation by June 1,1992.

Exhibit A contains a description of the proposed changes, the reasons for requesting the changes and the supporting safety evaluation /significant hazards determination. Exhibit B contains progcs of the Prairie Island Technical Specifications revised to show the proposed changes. Exhibit C contains the revised Technical Specificationt. pages.
