SEQUOYAH NUCLEAR PLANT (SQN) - UNIT 1 - TECHNICAL SPECIFICATION (TS)

CHANGE 92-02, " REVISION OF OVERTEMPERATURE (OT) DIFFERENTIAL TEMPERATURE (AT),

OVERPOWER (OP) AT, AND REACTOR COOLANT SYSTD1 (RCS) LOOP AT ALLOWABLE VALUES AND CALIBRATION REQUIREMENT FOR RCS RESISTANCE TEMPERATURE DETECTORS (RTDs)"

In accordance with 10 CFR 50.90, we are enclosing a requested amendment to License DPR-77 to change the TSs of SQN Unit 1. The proposed change will revise the allowable values for OTAT, OPAT, and RCS loop AT items in Tables 2.2-1 and 3.3-4 for reactor trip and engineered safety feature functions. Additionally, the 18-montn requirement for calibration of functions in Tables 4.3-1 and 4.3-2 associated with RCS RTDs is revised to utilize a technical evaluatica in lieu of a cross-calibration of RTD sensors.

The requested changes are for Unit 1 Cycle 6 operation only.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is  ;

provided in Enclosure 3. Westinghouse Electric Corporation Safety Evaluation Check List 91-459, Revision 2, is provided in Enclosure 4 to support the justification for this TS change and the significant hazards consideration I conclusions.

The need for this change was initially discussed with NRC during a telephone call on December 26, 1991. NRC agreed that the use of administrative controls to implement the more conservative allowable values would be acceptable until ,

! a TS change can be processed. In addition, the NRC Region II Inspection I No. 50-327/92-01 conducted January 6-10, 1992, concluded that TVA's approach l to the concerns with SQN temperature-monitoring instrumentation and the TS change in allowable values is acceptable. to support a March 30, 1992 date that correlates with the 25 percent surveillance requirement extensinn provided by TS 4.0.2.a for RCS RTD calibrations associated with OT47, OPAT, and RCS loop AT functions. Review
