Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Seismic Monitoring Instrumentation

Dear Mr. Denton:

South Carolina Electric and Gas Company (SCE&G) hereby requests a revision to the Virgil C. Summer Nuclear Station Technical Specification 3/4.3.3, Section 3.3.3.3, " Seismic Instrumentation." This amendment request involves moving one (1)

Triaxial Peak Accelerograph from the pressurizer surge line to the accumulator safety injection line. This modification is necessary because the present instrument location causes the accelerometer to engrave the vibratory motion of the surge line on its record pl.ates continously. Therefore, the instrument is rendered inopernble for recording future earthquakes.

The accumulator safety injection line is Class 1 piping located inside the containment building. The instrument is to be located at a seismically analyzed point away from a restraint. This point produces relatively large accelerations under Operating Basis Earthgaak n (OBE) conditions.

SCE&G has detet nined that a finding of no significant hazards consideration ' iustified because this accelerograph is provided only to recort. :l+ effects of a seismic event. The instrument is not required to provide any information to mitigate the consequences of an accident . This location has the capability of prc4viding accurate and useful recorded information in the event of seismic activity.

This amendment has been reviewed and approved by both the Plant Safety Review Committee and the Nuclear Safety Review Committee.

The statements and matters set forth herein are true and correct to the best of my knowledge, information and belief. As requirod by Title 10 of the Code of Federal Regulations, Part 170 (10CFR170), a check in the amount of one.hundred fifty dollars
