Gentlemen:

Niagara Mohawk Power Corporation hereby transmits an Application for an Amendment to Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed is the proposed change to the Technical Specifications set forth in Appendix A to the above mentioned license. Supporting information and analyses demonstrating that the proposed change involves-no significant hazards consideration pursuant to 10CFR50.92 are included as Attachment B.

The proposed change is to Technical Specification Section 6.2, " Organization,"

to modify Table 6.2.2-1, " Minimum Shift Crew Composition," to reflect that the Shift Technical Advisor (STA) position vill normally be a dedicated position, rather than the dual-role (Assistart Station Shift Supervisor /STA) position-currently specified.

This proposed change has no safety or environmental significance. The basis for concluding that this request does not involve a significant hazards consideration is included as Attachment B of our application.

Niagara Mohawk would like to incorporate the STA staffing change into NHP2 Operating Shift Crevs as soon as possible, and therefore, requests that this amendment be processed by July 15, 1991.
