Dear Mr. Carter:

We appreciate' the letter of 4 April 1983 that we received from Mr. Cecil 0. Thomas. In that letter he indicated that if we had additional questions we should contact you, as our Project Manager.

In our license to operate our reactor we have not found where it states that we are authorized to unload and ship the fuel. Are we missing something or will we have to apply for an amendment to our license in order to obtain this authorization? We have a document which specifies fuel-loading procedures that are referred to in our license, but it says nothing about unloading or shipping.

Our grant from the Department of Energy, through which we obtained the fuel, states that, "The grantee will pay transportation charges for delivery and return of these materials to and from the place designated by the grantee. All packaging and handling charges will be paid by the AEC." We would appreciate it if you would clarify for us whether or not we have authorization to unload and ship the fuel that is in our reactor.

Would it be possible to obtain information that you might have on the procedures and dismantling plans that others have submitted to obtain authorization to decommission other L-77 reactors? This would help us to formulate and write our plans. Anything that you could send us would be very much appreciated.
