Dear Sir:

Enc.losed are ten copies of the proposed Brigham Young University L-77 Reactor Facility Emergency Plan which is a modification of the plan included in the original licensing documents.

The decision has been made to decommission the L-77 reactor.

We have made initial inquiries regarding the procedures to be followed but no action has yet been taken.

Based on the history of operation at Brigham Young University, we have estimated the inventory of fission products present in the fuel for several of the more important elements. The estimates are as follows: Pm-146, 0.3 me; Ce-144, 0.5 me; Cs-137, 0.2 me; Sr-90, 0.2 me; and Kr-85, 0.1 mc. To avoid production of additional radio-active isotopes, we do not intend to operate the reactor henceforth.

To the best of our knowledge, the reactor facility does not pose any threat to people outside the reactor building.
